Specifying locales in Sphinx

I’m trying to build sphinx documentation for my django web app. The docs are working fine, but I’d like to have the source in english and the generated documentation in my local language (russian).
I’ve set my russian language code to ru, and the ru_RU.UTF-8 locale is in

I also have my user in the ru_RU.UTF-8 group (and the group has read permissions to all the files in the Sphinx directory).
When building the docs, I see this:
user@ubuntu:~/work/docs$ make html
l10n/ru_RU.UTF-8/ru_RU.UTF-8.conf, l10n/ru_RU.UTF-8/sources/ru_RU.UTF-8.txt: No such file or directory

If I comment out ru_RU.UTF-8 from my sphinx.conf, everything works fine:
[source] lang = ru_RU.UTF-8

If I don’t have the.conf file at all, it still works. What am I doing wrong?


This appears to be an issue with the locales package:

This file came with a bad character encoding. Hopefully this is
fixed shortly, but for now you need to fix the encoding manually.
This is a bug in the package, but fortunately the encoding is
self-repairing. You can either fix it yourself by running, or follow the below steps.
